Sent to Singapore in 1885, he founded the Anglo-Chinese School and helped establish the first Methodist church there, making education a central part of his missionary strategy. As missionary bishop from 1904, he oversaw Methodist expansion across the Malay Peninsula, the Philippines, and Sumatra, later supervising Methodist work in South America.
